A plan put forward by the Spanish government through the minister of the environment, Cristina Narbona, as part of the national residues’ (PNR) scheme would oblige to the wine industry to use refillable bottles of standard format in the restaurant channel. The aim is to recycle at least 50% of all glass used in Spanish restaurants and hotels by 2011. According to Pau Roca, the secretary general of Spain's' National Wine Federation (FEV), the plan threatens the existence of thousands of small wineries, many of whom sell almost two thirds of their production on-trade. Those that make less than 120,000 bottles per year will come under intense pressure through added costs and many may go out of business. The FEV has asked the Environment Ministry to exclude the wine industry from the legislation.
